To someone from south of the border this reads like something from a bygone age, but (and please excuse my ignorance) it transpires that the Scots language is alive and kicking. I’m embarrassed that this is news to me - I guess it shows how little we know down here (and I’m in York, which to most Americans is in Scotland anyway!).
On a slightly more comical note, perhaps www.thescottishparliament.com (NSFW) explains why Holyrood went so over budget - perhaps they were distracted?
